Senate Proceedings for Tuesday 12th April on theSmooth Running of National Assembly



Senate Proceedings for Tuesday 12th April, 2016. ‪#‎TodayInPlenary‬
Following the approval and adoption of the votes and proceedings of the last plenary on March 23rd, 2016, the Senate of the Federal Republic of Nigeria had a productive legislative day as summarised below:

EXECUTIVE SESSION
 
 In a 45minutes executive session the senate discussed issues relating to the 2016 budget and the smooth running of the National Assembly.
PETITIONS
Senator Enyinnaya Abaribe raised a petition regarding unlawful allocation of lands meant for green areas but now allocated for building houses.
Senator Yele Omogunwa also raised a petition from his constituent over unlawful dismissal.
The Senate President, Dr. Bukola Saraki referred the petitions to the committee on Ethics Privileges and Public Petitions to report back to report back in two weeks.
Senator Rabiu Kwankwasor raised a point of order which was referred to the 


 next legislative day.

CONSIDERATION OF BILLS
Two Bills were considered for second reading
1. A Bill for an Act to establish the National Commission for Conciliation and Arbitration, National Labour Council, the Office of the Registrar of Trade Unions, etc to administer the provisions of Labour Laws in Nigeria and for matter connected therewith 2016 (SB. 161) by Senator Suleiman Nazif (Bauchi North).

Senator James Manager and the Deputy Leader Ibn’ N allah contributed in support of the bill.
Senate President described the bill as straightforward and in the absence of any opposing contribution the bill passed second reading. He referred the bill to Committee on Labour & Employment.


2. The Bill for an Act to Provide for the establishment of Defence Space Agency, and for other matters connected therewith 2016 (SB. 166) by Senator Ajayi Boroffice (Ondo North).
Senators Sabi Abdullahi, Biodun Olujimi and Barnabas Gemade spoke in favour of the bill. It was read and passed second reading. Senate President referred the bill to the Committee of Defence and Science and Technology for further legislative input.
CONSIDERATION OF REPORTS

The reports were presented by the chairman of the committee on Ethics Privileges and public petitions Senator Samuel Anyawu (Imo East).
1) The report of committee on Ethics Privileges and public petitions on a petition from Mr. Stephen Balabacho against the Nigeria National Petroleum Corporation(NNPC) for unlawful disengagement from the service of the corporation.

2) The report of the committee on Ethics Privileges and public petition on a petition from Mr. Adamu Abdullahi & disengaged staffs of National Health Insurance Scheme (NHIS) for wrongful disengagement from the service of scheme.
All recommendations for the petitions were adopted.
MOTIONS
The first motion of the day was on the demise of Senator Lawrence Adekunle Agunbiade on the 9th of February 2016 at a ripe age of 78 sponsored by Senator Biodun Olujimi (Ekiti South).

The second motion of the day was on the demise of Senator Onyekachi Amadi Okoroafor (1944 - 2016), sponsored by Senator Mao Ohabunwa and co sponsored by Senators Enyinnaya Abaribe, Theodore Orji and Abu Ibrahim
Prayers and resolutions were adopted and the senate observed one minute silence for the late lawmakers.
Senate President condoned with the families and announced a delegation to commiserate with their families
The Delegation include; Senators Biodun Olujimi, Danjuma La'ah, Nazif Suleiman, Baba Kaka Bashir and Barnabas Gemade.

ADJOURNMENT

 

 The Senate Leader called for other matters on the Order Paper to be stood down till the next legislative day. Minority Leader Senator Godswill Akpabio seconds.
Senate President puts the question and the Senate adjourned to Wednesday 13th April, 2016. ‪#‎GavelBangs‬.
